Where Engineering Meets Intellectual Property Law

Innovation deserves more than legal protection—it deserves a partner who understands how great ideas are designed, built, and brought to market.

PLĒS (Phillips Law & Engineering Services) was founded on the belief that inventors benefit most when legal and technical expertise work together. By combining the perspective of a registered patent attorney with the analytical mindset of a licensed Professional Mechanical Engineer, PLĒS provides clients with practical guidance throughout every stage of innovation.

From protecting intellectual property to improving product designs, our goal is to help inventors, entrepreneurs, startups, and businesses maximize the value of their ideas.

Our Mission

At PLĒS, our mission is to help inventors make the most of their innovations by providing both intellectual property legal services and engineering expertise.

We help clients protect their inventions through patents, trademarks, copyrights, and licensing strategies while also providing engineering consulting that improves manufacturability, performance, reliability, and commercial success.

Whether you're developing your first invention or managing an established intellectual property portfolio, we're committed to helping you move confidently from concept to commercialization.

Meet the Founder

Before starting Phillips’ Law and Engineering Services, LLC, Andrew externed at a patent prosecution firm in Orange County, CA where he prepared all types of patent applications submitted to the USPTO and responded to responded to Office Actions. He was the first person in the office to file an international design patent application with the Hague. In addition to patent prosecution, he prepared a litigation strategy for a case involving a “Trade Dress” dispute.

Andrew attended the Chapman University Dale E. Fowler School of Law. Upon graduation, he received the honor of being selected for a Fellowship with the American Board of Trial Advocates. During his Fellowship, Andrew gained invaluable experience preparing litigation for plaintiffs’ counsel, defense counsel, as well as the honorable Judge, Nathan Scott, in the Superior Court of California, County of Orange.

Prior to attending law school, Andrew spent more than a decade working as a mechanical engineer in a variety of disciplines. He spent most of his career designing oilfield drilling equipment for both land and deep-sea exploration and production. After leaving the oilfield, Andrew gained experience designing equipment to comply with the ASME BPVC at multiple employers, packaged micro-electronics, and engineered consumer products for a major plumbing parts manufacturer.
